Does the skin save on the civilian dodge charger? I always get it changed, but it never fully goes away. It just comes back whenever I respawn the car. If you know how to make it stay, please tell me.

Modifications, other than colours, that are made by a mechanic do not save.

In order to save your skin you will need to go to the far right pump at BP when facing AMPM. Then you can select your skin and it will remain on the vehicle until you change it. If need be, you can ask a mechanic to recolour your vehicle.
