I've recently added government vehicle tracking to the police db, and now a field laptop that both cops and contractors (those with government worker or presidential passes) can use. We've got a contribution from Spai that's more or less ready to go that allows players to plant bugs onto vehicles and then track them using a compass of sorts. Question is, how do we balance this? Should it be possible to disable tracking of government vehicles with the ECM jammer, or even the entire tracking system somehow? Should criminals be able to hack into the field laptops?

My personal opinion it should be like this:
Criminals can temporarily disable the tracker for a short amount of time using a lockpick or a crowbar/ECM Jammer so people just can't go whore cars for ages.

Goverment should be able to put trackers on cars that they receive in their locker (with requirement)
BMD should be able to sell illegal trackers for around 7,5k that they could follow with a gps/prop?

In adding a tracker, what does it add to the game?
The only thing I can think of, aside from simply recovering lost vehicles, is it adds another means for agressiveRP to flourish. This is something which is complained about constantly for whatever reason, so I don't see why it should be encouraged:
e.g people go around stealing police cars, putting them in base, instant raid reason.
A more dynamic system should be implemented if this is to actually add something to the server of any real use.
Perhaps one could attempt to remove a tracker on a vehicle, and place it somewhere else. This could allow for deception and opens possibilities to actually operating strategies for agressiveRPs. (E.G putting tracker in back of van, driving it around meaning police chase you. Whilst this is happening, in the city there's a large heist on a recently opened bank.)
I'm not saying exactly above would work, i'm just suggesting a different approach is taken. I support agressiveRP, but there needs to be implementation of incentives to actually roleplay out situations to some degree. Simply making a base and calling yourself the crypts is not Roleplay. If players have the tools to create great agressiveRPs, and the incentives to use them (E.G rep rewards to agre.RP), then perhaps the server would be a little bit more like the one envisioned upon it's creation.

I realism what I wrote isn't directly related to the OP. It was written to look at the bigger picture, and the current state of gameplay on the servers. Each small update, imo, should be looked at from the bigger picture to see what it actually contributes to the server, and how it can be used positively.
