It wouldn't show up when you were searched, but a search of the area might turn it up, and someone might stumble upon it and keep it for themselves.

That would also be a good addition, but how would it be implemented? /drop currently does this, but it allows the person who dropped the item to simply pick it back up again.

I assume they wouldn't be able to put it back into their inventory, so this would mean that /drop and /holster would need a rework.

What do you think of the idea that /drop would work instantly, and with a weapon/black market tool it would make anyone who picks it up equip the item? /holster would require a 5 minute cooldown and it would be the only way to acquire your weapon/black market tool back into your inventory.

/dropped weapons get immediately equipped with only one magazine's worth of ammo and /disarm is the only way to take it off. 5 minutes is way too much, so let's keep 45 sec.
