ASwell as if officers abuses their radio the Police Sergeant can demote them if needed.

Well some people may not using TS,not only for me as i'm a foreign i shouldn't be a example.Just make a newcomer as a example.A Radio In Game would letting them to communicate without using TS and makes things easier and people may hear the officer speak in radio or the radio says which would letting Corleone And Anarchist could listen to the Police Radio simply by standing next to a police officer.

Yea, it works perfectly fine, but I want to say 50% of the players use it. At times, TS and IG voice chat can get hectic and annoying. Some players may even be inclined to not use TS because why should they rely on a different piece of software for faster communication?
If we just basically cut out the middle man of having our only VOIP Radio option being in TS, then we would see a rise in communication and more likely than not, more effective teamwork skills which everyone benefits from. Think about it. Let's say the whole government overhears a player say in VOIP "Fuck you Soviet. You fucking piece of shit!" and he continues. That's at least 4 people hearing that and leading to most likely a PR.
Not to mention the fact that it wouldn't be any harder than how it is to monitor for rule breakers in TS. Sure, jump to a guy's channel in TS to fix the situation, but I can do the same if I'm on the server and I get a PM. Most players just use TS for a chat room to talk to friends and less on just being focused in LL Servers.
The only cons I can think of are the same as the TS Server:

TeamSpeak 3 is a service we offer and fully supports the desired system already and it should be incorporated with our other services, just as it is now. Having this system on TeamSpeak allows us to encourage players to join our TS3 server, meet new people while utilising our 128 slot server.

Having the in-game radio in the background would be just as annoying as having TeamSpeak; it works both ways.

Encouraging players to utilise our 128 slot TS3 server would create a better community atmosphere because players would be able to form groups and meet new people, just as I and many others have done in the past.

Possibly, but this is still fully achievable with our current system. Both you and I have participated in government radio channels where the coordination was perfect and resulted in players being rewarded with REP's.

Any person in TeamSpeak can just as easily report a player.

Players would get a faster response from staff because the connection time and channel-switch time is much lower compared to joining the CityRP 2 servers. I would like to reiterate the point that there is almost always a member of staff on TeamSpeak, but this can't always be said for the RP servers only because there are times where there just isn't enough players to supervise; my timezone is an example. I can personally be found idling on the TS3 server and if I notice a player in the support channel or if I'm contacted through PM, I respond when possible.
I still believe TeamSpeak suffices.

A lower houred police officer goes to a raid unaware of the NLR rules, then he dies and as soon as he respawns he calles for backup at the place where he last died. I understand that it is our jobs as staff to stop those but it is really hard to prove things when players are speaking down the microphone.

There are probably other things that would involve the rules such as a huge amount of meta-gaming and only 10% of the people will actually use it properly.
