Maybe it could be something for the "Overall (Be unlocked with any combination, e.g. 3 General + 1 Government + 1 Underground)" that hasn't been implemented yet?
Otherwise someone could see your job name, pepper spray you and run away just because of meta.

I'd say maybe 3 General REP or something? Or 3 Overall REP.
It's the only viable passive alternative I can see should someone attack you in the street - it's also a lot more realistic than someone mowing down a thug with an M4.

As long as it has its own set of rules specified around it. For example, one person has a weapon pointed at you, can you still pepper spray them? How about more than one?
Edit: Also I think the REP lock is a good idea.

With the current rules it's difficult to make this work. You can't pull it if you are under FearRP which is when this would be useful. The only time this would work is if you see someone approaching you with a melee weapon drawn... which happens so rarely I don't see much point. Also the arm flailing animation is amusing but awful.

Pepper spray should be allowed to be used if the other guy has a pistol or a knife on him, or maybe only the knife situations? (All this while someone is under FearRP)

Pepper spray as a normal tool for officers actually as officers have pistols and tasers from before why not give them a Pepper spray?
