I don't see how this will prove to bring anything to the gamemode and help improve roleplay. I can only find people going around and squirting others randomly or people getting squirted and yelling " BILLY JUST RANDOMLY SQUIRTED ME AND OTHER PPL HELP" " HELP PLS BILLY IS ABUSING PEPPER SPRAY". Not that the team would love to help with these calls, but I cannot find anything good coming out of this.
In addition to this, these cases would also be very difficult to deal with for there would have been no exact proof that the person was randomly squirting other people.

I'd say maybe 3 General REP or something? Or 3 Overall REP.
It's the only viable passive alternative I can see should someone attack you in the street - it's also a lot more realistic than someone mowing down a thug with an M4.
Good idea for a less lethal deterrant against people who aren't carrying firearms. It would also make population control easier in Forest Gump.
