I'd say maybe 3 General REP or something? Or 3 Overall REP.
It's the only viable passive alternative I can see should someone attack you in the street - it's also a lot more realistic than someone mowing down a thug with an M4.
Good idea for a less lethal deterrant against people who aren't carrying firearms. It would also make population control easier in Forest Gump.
