IMO both of these suggestions combined could make the tranq a lot less of an OP weapon while still making it a useful tool.
I think the taser should be changed for civilians to being hand held and not being able to shoot at people, only LEO's should have that.

It already has a pretty low range as is and has always been ranged due to the ease of use against strafing, fearp-breaking players. To literally go up and touch a player with a taser would just deter people from using the taser even more as it would become an extremely difficult to use weapon.
