Phone Voice Calls
Description:
Make it so that other than private messages, players can also call each other via phone items
(default given on spawn). In my version, I thought we could make it similar to the voice radios we currently use, but instead of broadcasting, we could make the connections Peer-2-Peer with the other person,
essentially creating a radio channel just for the two.
Instead of the "Transmit" and "Receive" status indicators top left, we could have "Call" and "Caller".
Call: active + Caller: active = You are talking to the person
Call: active + Caller: Hold = The call is on hold
Why?:
After watching many hours of GTARP, I can only emphasize how much
this feature could add to our server. Not only would the showing of emotions
be possible through private calls (something not possible via PMs), but also
this would make it a lot faster to get in contact with each other.
What's more, because the voice chat function also lets you hear what's going on in the other
person's background, it could also lead to some interesting hostage situations where the
hostagetaker could let the hostage talk through the phone to ensure that he is alive.
PS: I have talked to Temar and he said that this would be rather easy to implement as well as not resource-heavy on the server.

I'm not sure there's much point to this when the same can be achieved by setting up a private frequency then setting up your voice radio to use that instead? Seems like a needless waste of dev time for something that's already existent within the game, at least to some extent.

But that defeats the point of it being faster to contact the person? If you're having to find a frequency and both get on it it'll take a lot longer than just using /pm.

This would be a lot easier as you could just call a single number using "/call #" and "/answer" or similar instead of using multiple commands, explain the other side how to do the same (especially hard for newer players), and then leave the frequency if you want to join back into your team's radio.
I have talked to Temar, who was the main developer on this other than a contributor and he said that I quote:
"I can specify exactly who can hear who" and that it would be easy to set this up.
I have developed a system like this, as well as the base functionality and ui for the voice distance changer. In my opinion, it would be something very simple to set up.
With this I would not use chat commands to answer/call. I would use console commands that can be set up for binding. For functionality without binding, I would have a simple user interface.
Only Chat Command:
/phone - opens phone with text box to input user to call; this command is disabled for players who are on the phone, calling, or receiving a call.
Calling:
*'Dialing'
*Name
*Reject button (red)
Receiving:
*'Call from'
*Name
*Reject button (red)
*Answer button (green)
In Call:
*'Speaking with'
*Name
*Reject button (red)
Client side sounds for ringing, button click, phone out, and phone away would make the UI feel nicer.
The UI should not interfere with the player's activity. You have to use the mouse to click the answer/reject buttons or use console commands.
What about external ringing? Not everyone has their phone on vibrate.

You could add a checkbox in the /phone ui to set a value to either ring or vibrate. Depending on the value, it will play a ringing or vibrating noise when you receive a call.
