While I agree with most of what you've said, I'd like to give a few thoughts on your summary. I am on phone so please forgive my lack of formating.
Industrial
During my nearly 8 years in CityRP, I have rarely seen people do roleplays in the Inudstrial zones and sadly even you focused 80% on the contrafarming and illegal aspects of them, which (contrary to your liking) enccourages player isolation. May I add that all of what you said regarding helping contrafarming with no police right around the corner can also be achieved on Truenorth?
Public Transportation
You say it's overlooked, I say it's needless.
90% of all online players have a car. The rest 10% being new players and people who just crashed their vehicles. Public transportation is so popular in real life because of people without a drivers license (mostly young people), the elderly and people who don't want to sit in traffic jams all they. Since there are no drivers licenses, elderly, children, or special public transport "lanes" (trams, bus lanes, etc) that could avoid traffic jams, there is virtually no need for public transport. I didn't mention long-distance travel, but I actually like the metro on the map. Oh and those who crashed can just take a taxi or get a lift.
Housing
Without having many basic needs such as visiting the toilet, sleeping, or hygine, homes aren't used by most of players, and if so, then used for contrafarmimg or aesthetic. For those purposes, we already have many accomodation possibilities on Truenorth for example.
Closing words
V5P is a good map. I'm not saying it's bad.
However as much as many of you say that it's a proven map, it is also an old map that is no longer supported by its creator, unlike a fresh one, say Truenorth that while is still being actively developed can also be built-upon and actively modified to suit our liking or to fix our issues, something not possible on v5p.
Trust me, I fucking am nostalgic about the "Golden Ages" of CityRP as well, when you had to wait in queues (yes, you heard it right) to get into a 80/80 server, but those times are over.
I believe Limelight should strive for innovation rather than fall back into the abyss of the past.

Performance is horrific compared to TN for me.
Inner city is a little too Tight. Roads are quite small and If you go over like 30 Mph you are bound to Hit something and crash.
I think the map is pretty good. The steep hill isn't as problematic as I expected it to be, only vehicle I had a real problem while testing was the Lamborghini but then when did the Lamborghini not have a problem with anything but flat roads.
Overall my performance has been on par with what I expected, 20-40 while it's fairly populated. I like the map, will have to see how v17 goes, though v5p is miles better than True North could ever dream to be.
Separate areas for Urban, Criminal, City RP makes it far better than TN's layout. It's not a perfect map by any stretch but it's the best out of the choices I can see.

Yea if something's overused, people tend to play on it less in the end.
So that's a bit of a paradox, isn't it? If a map which isn't TrueNorth is being played a lot, you'll say that it's overused, and if it isn't being played a lot (like in this example), you'll still say that it's overused.
Whilst you might prefer TrueNorth, we should be honest with ourselves here, not mindlessly argue in favour of your favourite map using fallacies.

I said v5p is overused because it has been around for over 3 years and not because of the serverlist. I am comparing the
length of time they've been played on for, not the current
number of servers that are using it

Yes, I know there's an option to stick with Rockford, but I'd rather try something new that has never been tried before with our community.

That's not really what overused means
Inner city is Just Terrible. there's some traffic lights you cant see due to the Powerful Light in the sky. also RP can be pretty Limited in inner as there isn't a huge amount of space/buildings that are really good for it. Although there are some decent Buildings. Oh and also If the RP is limited it will attract more to outer which means Potentially RP's wont consist a lot of people Unless its Organised or something
