Explain your suggestion, in detail: Add a Brightly Colored Blue MP5 that fires Rubber Bullets. These will be a standard 15 round magazines (fixed. Can’t make bigger)  that do 1 Damage per body shot and 2 Damage for headshots. With each rubber bullet, there is a 10% chance to knock the target out for 10 seconds. If there is a Headshot that causes the knockout, it will last 15 seconds. Percentage will drop FROM 10% due to range. At a certain range, it will flat out not be effective and have 0% chance of knocking out a person.

The only way to counter this is to be wearing a kevlar vest which drops the chance to 5% for body shots, but headshot knockouts are NOT effected.

This would be available on the black market as a Permanent Weapon Configuration that would need a MP5 and Rubber Bullets (These can be found in lootable cars or from a BMD for a set amount).

Explain why the suggestion should be implemented: Adds a more common less lethal option and allows for criminals to prep for a possible use of the weapon.

Im okay with having another nonlethal weapon but I don't like the way it would work.
Don't think a gun that has a % chance to instantly win a gunfight per shot is a very fun mechanic, especially on a gun with a fairly fast fire rate and a decent magazine.
Perhaps have the same system as with the beanbag shotgun, but instead, the bullets should do less damage as the fire rate is faster and they're bullets which would be less powerful than the full beanbags that the Beanbag Shotgun launches at a suspect.
So because of how the hit boxes work getting shot in the hand and chest are the same meaning you're just as likely to get knocked out?

Maybe some of the proposed mechanics should be tweaked

Body shots would be highly unlikely to knock you out and would be rather OP, I think headshots should be like 20% (or whatever value is more balanced) chance to knock you out and maybe the rest of the body has a slowing effect of lets say 10-30% depending on the times shot?
