But that's not what happens with the beanbag? Hit group, distance and a variety of other factors all go into the knockout time and knockout chance.

The closest thing I can find to police using Rubber Bullets in anything smaller than a shotgun is a 2.5 year old article about Pinal County Arizona being the first to purchase a Russian pistol designed for Less-Lethal rounds.

I feel a better option would be either a 40mm grenade launcher that has a few types of Less-Lethal rounds that it fires, such as tear gas or baton rounds; or a pepperball gun.
-support. Simply because rubber bullets are mostly associated with riot/crowd control. Beanbag shotguns are already used in an unrealistic manner when their main application is for individuals who a harm to themselves, or when they're not a serious threat to others.
But that is not the case, when beanbag shotguns are used in raids against heavily armed individuals, I don't see why it'd be any different for this. Beside that, Government already has more than enough equipment overall to combat most threats, more emphasis needs to be placed on other areas of the gamemode.

Not sure what to pick. I've never seen any MP5s with rubber projectiles being used.
Plus, I tend to... stay away from less-lethal as much as I can...

I thought it was the round itself that gave a gun it's power, unless you can find an AR-15 chambered in 9mm as a demonstration :)

The round is a factor, however some weapons have a bigger "kick" that pushes the round faster and/or harder to allow better or less inflicted damage.
If it was just the round that varied the damage, why would a AR-15, HK 416, or AK-101 do different damage?
