In detail, explain your suggestion:
Make the following changes to the dragging system:
1) Allow everyone (or all the government) to move bodies/ragdolls.
2) To avoid abuse, make it so it requires 2-6 seconds to pick up a body
3) To avoid abuse, make bodies invulnerable when picked up, until they are dropped.
Why should this be implemented?
It is a useful tool for all parties, criminals can hide bodies, whereas government can save people from danger or secure enemies in their custody.

Should've been added when firefighters were allowed this ability. Big +support.
I say just firefighters and paramedics (possible police & SWAT)

Firemen can also now drag injured players out of harm's way! This will likely be expanded to other emergency roles in the near future, but first we want to see how this is used live for a short while.
Right click on an injured player to pick them up!

I am suggesting partially what was said in the update with a few tweaks to avoid abuse.
+Support that how SWAT Extract injured teammate out of the raid to receive urgent medical attention (I guess)

Allow it for everyone though, its to usefull a tool for RP to not enable it for everyone.
This was supposed to roll out to everyone, it was supposed to be "beta" tested for firemen, bodies should be immune though, but only injured bodies, not the bodies of sleeping players.
+support for everyone, but disagree with points 2 and 3 (2 will feel too awkward and 3 will be OP for firefights)

Yeah no points for it , doesnt make much sense if people had to have points for drag body's
