We're going off of how we can fix players from soaking up bullets.

If the guns had realistic weapon damage the players wouldn't soak up bullets at they would be dead instantly.

However, Agressive players would lose interest very quickly if they realized this. 
Plus shootouts wouldn't be fun anymore. Yes 30 minute standoffs aren't fun, but 5-10 minutes? That's a good time.
At the current moment you could spray a entire mag of the UMP into a guy with Ceramic and I think he'll just go down to 30HP as well as P.O's Glocks which are practically pea-shooters against Kevlar.

TL;DR If there were rules supporting the idea of tactics, this would not only make raids more realistic but also give the criminals the feel of a challenge.

No, and no, we do not need rules dictating how you need to act during combat, if someone wants to take a suicidal gamble,that is THEIR choice.

Rules dictating how combat will play out like this will just lead to many people being punished for the idea that "They didnt use realistic tactics" or ruin the fun of a combat situation as players will always have the thought in their head "Ohh no i better make it look like my tactics are realistic, because i dont wana get in trouble"

Id like you to define realistic tactics, because tactics are what you make of them, and if they work they work if they dont they dont, its a complete crapshoot if your plan works.

Rules supporting the idea of tactics? -support
Tactics are something that a player wishes to use or not use. Adding a rule enforcing, basically pushing them into using them, is not necessary in my opinion.

Also, you might want to think over how you structure a sentence. I don't enjoy reading how you ask people if real life shoot-outs are fun and whether or not they think officers watching their buddies die is enjoyable. Let's keep this on-topic and towards the subject the suggestion is about. Opinions are fine, of course, but no need for this.

Well for a start I suppose we should ban all of the ATF agents involved in the Waco raid for FAILRP tactics.

Another combat situation today between me, Zeyon and lizard, not sure which i was fighting with but the issue arose again, me and the target reached a stalemate because we each could heal up so fast that no one could make any real damage stick, my AWM would hit him, hewould heal, his sniper rounds would hit me, and id just heal up.


We need this medkit ASAP
I know I've gone on about realism to the point where it is pissing a lot of people of, but if you get shot anywhere other than your limbs you're not going to be able to just apply a bandage to a bullet hole through you're skull. -Support

You see....there is a line between FailRP and constricting a players freedom. In a way, running and gunning IS a realistic tactic. May not be in your book, but in Jim's (Just an example) he sees it as a last minute decision point strategy to rush the enemy and attack before they notice his movements. 

Also, 1 shots kills are a little overkill. The server is meant to be fun and fair, not as realistic as possible. If you wish for that, make a discussion for opening a new City RP Serious Server.
