As you can see in the evidence given I was being pulled over by a officer at the time and I was following all of his orders then the perpetrator comes out from City Tunnel and begins to open fire on me when I am stopped at the side of the road awaiting further instructions.

Your evidence doesn't show the important part - you getting shot. It cuts off when you are stationary.
Please provide further evidence that shows the described rule violation.

After reviewing the evidence again - how do you know it was djsimone shooting you? Because it's not obvious from the clip you provided.

I Was Shooting At Him So he Didint Drive Away Because i Had Reports Of Him trying To RUn SO I Tryed To SHoot His Tires But I Accidentaly Hit Him
