You can't get out while it's locked but cars have those "switches" (fuck if I know how to call them) near the handles that let passengers unlock locked doors from the inside.
Yes like you said, unlock the door is then UNLOCKED not LOCKED.
Because the magical lever thing UNLOCKS (Moslty) all doors. So you can also ENTER the car not only EXIT it.

Yes it is true in real life that unless there is a safety toggle switched, unlocking a car door from the inside is easy for anyone, with only the driver capable of unlocking all doors.
Space Glitch, you are suggesting that in game when the driver locks the doors from the inside, nobody is allowed to exit until unlocked, correct?

Yes, the normal lock function and internally lock function will be 1 then that means that both are triggered with the leftclick.

If you are tied up or handcuffed, you shouldn't be able to get off. Also to be mentioned, police vehicles in the US are made so you can't open the back door from the inside. They have to be opened on the outside. So at the least, people shouldn't be able to get out from the back of a police vehicle.

My problem with limiting normal passengers to only exit when the driver has the car unlocked is that it causes problems when innocents ride with less-than-innocent drivers.
For example, a person hires a taxi to take them from the city to the lake. The taxi driver blows a red light doing 20 over, all right in front of a cop. The cops give chase, 2 minutes later you have a flaming taxi wedged betweena wall, 2 Chargers, a Taurus, 5 Tahoes and a SWAT Truck, with 9 LEOs aiming guns at the innocent passenger who just wanted to go fishing. Uh oh! The driver had the doors locked before he performed his human cannonball stunt through the windshield. These 9 screaming cops are yelling at the passenger to get out, and he is completely stuck in a flaming car because the doors are locked. The cops don't listen when he says he can't get out because the doors are locked. They keep screaming. Then they start screaming Player Report! Then one opens fire to show he's serious. The other 8 see and hear gunfire and decide that more bullets will help. 26 magazines and permanent hearing loss later, someone realizes maybe the passenger is serious and tries warranting the ex-human cannonball so they can get the car unlocked. Uh oh! He's gone AFK while dead! You can't warrant dead people! SWAT finally remembers they have a lockpick and breaks into the car, releasing the passenger from his retired cop car prison, and promptly arrest him for being involved in the chase anyways and put him in a new prison.
(That was a true story, albeit with some hyperbole)
