In the US, if you're going to jail, you have cuffs on, no matter what.

Cooperative individuals may have their cuffs put on looser, and in the front, but they still get cuffed.

-support People are arrested without handcuffs if they feel it is not required (eg. Youth or Senior) in real life

Would also stop people from instantly arresting someone on the street when he is wanted by the Police!
