The SWAT Heavy Armour Suit can be unlocked by earning 1 REP under the government category.

/rep only works for staff members...
No. REP was accidently restricted to staff. But I fixed it yesterday. /rep is for everyone whereas /rep give <player> and /rep take <player> is for staff.
