I like the idea, but there'll be points where the cops won't/can't be bothered to enforce tax evasion warrants, and possibly having shootouts with people who simply won't pay for their property. I'd almost say have the property removed from their name automatically should they fail to make their payments, and in order for them to once again 'own' their property, they have to pay their back taxes first.
