The Prius is not an electric vehicle.  It is a hybrid of a gas/electric and does require fuel to keep it running, it does not have a plug for electrical recharge as it uses the gasoline engine to keep the batteries running.

These would offer the fastest charge, and be significantly cheaper than gasoline, but also much slower. Maybe have 1 in the Nexus Garage, 2 in Public Parking, 1 at the shop parking on Main Street and another on Top Street, one at the Hospital, and 2 in DTM parking lot.

Maybe the same speed as repairing a vehicle?

I was thinking even slower, like 5-10 minutes for a full charge from the fast charger, 10-15 from a home charger, and like 20-25 from the wall socket.

Charging is NOT a quick thing. It's something you do between uses, instead of during uses with internal combustion vehicles. This is why the charge stations are being put in places where you're going to be there for a little while, like Grocery Stores (or for some reason in Arbys? My city is weird, ignore them)

EDIT: What LvPlayZ said- Charging should be done from the outside, similar to gas cans; not inside, like at the gas station.
I think it should be made so you drive up to the charger and then you get out of your car and plug it in. So it isn't like the gas station. You just drive up, not get out of your car and the car is full of gas
