In detail, explain your suggestion: Allow civilians to put down weed pots and use weed seeds.

Why should this be implemented? Well, it just makes sense. Why shouldn't civilians be able to place down weed when they can place down contraband? It stops people from hogging underground jobs just to produce weed.

Realistically, anyone can grow weed, so why not ig?
