Makes sense for mechanics to have this ability, Allows clamped cars to be towed and also cars that have been towed to be securely stored unless unimpound fee is paid.

Why would a mechanic be going around impounding and clamping cars? His job is to fix cares not impound them? Like is he working opposite day or summ

Most mechanics also do impound work, illegal parking and the like.
While I like the idea, I worry about the abuse potential of any player spawning as mechanic having the ability to freely disable vehicles.

If it was an item that had to be purchased, and was only usable by Mechanics (and other jobs) with a Government Pass, I'd be fully on board.

My thinking is that this would limit the abuse potential, and if someone is doing official impound/parking enforcement work for the Government, they'd have the pass anyways.

IMO it's a goverment worker kind of thing, not really mechanic kind of thing.
