Explain your suggestion, in detail:
Currently the SS(L)A are paid the same regardless of the workload on them, which can be extremely unbalanced in low-mid pop situations.

So instead, re-org the pay structure.

This relies on the concept of "protectable entities". Currently, this is only the President and VP. This would be expanded to 4 groups. The President and VP, as before. The Government Secretaries, as they have similar issuing power (for licenses), and finally the buildings those individuals are housed in.

There would also be a slight "priority" system,
The President and VP would have the highest priority,
Their buildings next highest.
The Secretaries next.
Finally the Secretaries buildings.

This expands the job in-line with the current USSS role, with the personal protection teams, and USSS Uniformed Divisions providing security in and around the White House, whilst the priorities reflect the current limits on agents. This also reflects the current rule 10.5, where the fallback if there is no President is the Nexus.



Now, if there are no protectable entities, this falls back to being the town hall / nexus. Since the workload is greatly reduced (with only a few lockers in Southside in the town hall, and jails being semi-separate in most other maps). With this state, they should take a 50% pay cut (1000$/pay - non member, no bonuses, no tax). This puts it just above the pay of a security guard, which at that point is effectively their role. This also doesn't count against free default loadouts, cheap locker weapons / free ammo /  cheap kevlar.

If there are only secretaries, this is reduced by between 50% to 40%, with 40% being with the max number of secretaries, 50% at 0 (putting wages at 1200$/pay at 40%). This is because secretaries are people, harder to guard than buildings, but are unlikely to get anything people annoyed enough to be at risk.

If there is either a President or a Vice President, the cut is reduced to 20% (worth 30%), since they're the main person being protected, and the most likely to raise ire.

The other President / VP reduces the cut to 0% (worth 20%), as there'd only be a slight increase in workload and risk.

Explain why the suggestion should be implemented:
Expands the SSA's role slightly, ends up more "realistic".
Reduces cash-whoring when the job is super-easy, but still provides incentive to join the job if there are other people to support it.
