Explain your suggestion, in detail
If possible hook into the alarm buttons for the shops and give a txt notification to government on activation 
also block activation for unowned properties (disconnected alarm service, notify user if they try)

Explain why the suggestion should be implemented: to make the buttons more viable and get a response, prevent abuse from unowned properties

Would there be an option to be able to disable the alarm? Could the ecm jammer be used for this?

+Support, however it shouldn’t be disabled for unowned properties. 

Send the text notification, but for an owned property, send the owners ID number as a callback number. 

If the property is unowned, send a notification with no callback number
