This is getting ridiculous now, so basically to summarize this entire situation. You got salty over a extremely minor rule infraction. Which was complied with in the end as stipulated already to you several times. This was an attempt to RP the situation out as you do not arrest for insulting an officer. You send them on your way.
I asked you SEVERAL times "Am I under arrest or not" and you couldn't answer my question, you then took me outside after I complied (when trying to get bit more RP out of you which you couldn't handle..) you then told me a bunch of bullshit reasons as to why you were arresting me and proceeded to cuff me, a mafia family member, when all my lads were inside the diner you entered very, very aggressively.
This was then when the entire Mafia spotted what you were doing, after you;
A) Rammed one of the Mafia member's vehicle.
B) Came in acting aggressive like you're the shit of Evo City.
C) Attempted to arrest one of their allies.
The shooting only took place when you fired. The "peaceful resolution" you talk about is what they would have done. Put you under FearRP, had you uncuff me, paid you off, we all leave. But no, you have to open fire and think you can take on 5+ Mafia Members? Hilarious.
This is now done. You had your chance to make an @ call on the server AT THE TIME THIS ALL TOOK PLACE. There was 5+ staff members on the server at the time. Only ONE was involved so 4 others could have taken this on and dealt with it. You do not NEED to make a PR for every, minor, infraction. It's extremely petty. I think this now needs to be concluded by a staff member.

I never planned to arrest someone in the first spot. I simply wanted to find out who the owner of the wrongfully parked Monaco was. After I was met with extreme hostility, especially from cheet, I decided to take cheet out of the bar/dinner in order to have him detained/arrested for the offenses he committed (failure to cooperate with a LEO, insubordination, insulting a LEO). No warrant was written and I was just questioning cheet whilst he remained in cuffs for my own security. A couple of seconds after that I was met with 5 ARs.

I tried talking to you but you just ignored me and then decided to arrest Cheet,

I doubt that a player with the knowledge you have constantly breaking fearRP is a "minor offense". Ofc I would definitely not tell you that you're under arrest whilst 6 of your people are directly next to me but rather get you out of the dinner and detain you by myself.
A: I explained it above, the vehicle was literally blocking the entire line, hence why I crashed into it as it was also right around a corner.
B: First thing I literally just did was asking who the owner of the vehicle was. Whilst doing that I was met with "why did you crash into the car pig, pay for it" / "dumbass pig".
C: Lawful arrest.
The shooting took place because you attempted to take an LEO under gunpoint.
Considering the sheer amount of people involved in this and to avoid a mess in a sit which would've not happened anyway considering there was no response on the question in OOC as well, I preferred to make a PR. I also went afk right after the situation, so I would've not been available to actively take part in the sit.
I'll now wait for Night or other members of staff to conclude this. I stated all my points multiple times now. Now it's just word-twisting and how people see this situation in their personal view.
I don't recall me saying pig at any given point I said something like ''Are you gonna pay for that huh?''

Whilst Cheet's stalling constituted a FearRP violation, in the opinion of myself and a few other staff members (notably, Apollo had no say in this decision and asked me to take lead) this is not worth a formal punishment as the actions Cheet took were not impactful to the situation to the extent where it would have resulted in another ending.
The staff who I've asked to review this case as well are in agreement that Dutch and the other people involved were not in violation of any rule. You opened fire first at them, so it's impossible to know where the situation would have went had you not opened fire. This situation could have been avoided by you ordering everyone to stay in their place whilst you determined who the owner of the vehicle was, so you could proceed accordingly.
As a result, no formal punishments will be issued to any party in this report, however please do take note that when given an order, you're expected to comply immediately with said order whilst under FearRP. This will serve as a verbal warning.
