The rules as standing are currently:
Quote:9.1 - As with everything else, you need an in-character reason to hostage someone. Do not call the emergency services just to hostage them, and do not hostage firemen/paramedics if they have to come into your base to do their job. You can ask for $2000 per hostage maximum, and you must release them once your demands have been met. You must look after your hostage the entire time – do not leave them tied up in a room alone.
9.2 - You may not keep someone hostaged for longer than 15 minutes unless you have their OOC consent, except if there is an actively ongoing RP situation involving them (for example, ongoing hostage negotiation with police). E.g don't break into a property, hostage the owners and say "We are all standing here until your weed is finished growing so I can steal it".

I suggest these are rewritten to:

9.3 - You must look after your hostage the entire time – do not leave them tied up in a room alone.
9.4 - You may not keep someone hostaged for longer than 15 minutes unless you have their OOC consent, except if there is an actively ongoing RP situation involving them (for example, ongoing hostage negotiation with police). E.g don't break into a property, hostage the owners and say "We are all standing here until your weed is finished growing so I can steal it".

This splits a bulky rule with unrelated clauses into separate rules for each clause.
This removes "As with everything else, you need an in-character reason to hostage someone", as that's covered by 3.1 (Your character needs to have a valid in-character reason for their actions, especially ones that harm or otherwise affect other players)

Why
Splitting unrelated clauses into their own rules is a bit easier to read. Removed a duplicated bit of rule.
