Not correct at all, though this appears to be the mindset for a lot of work that is to be done on LL: Are enough people going to use it, to justify the time spent developing it?

Its a double edged sword:

People want reps to be rare and the rewards to be high, but by doing this you create an environment where few people have access to the items, and thus less development time may be earmarked to work on future rewards because so few people actually use them.

You can't have both, if you want more rewards, more people need to be earning reps more frequently, and for that to happen they need to be less rare.

Im pretty sure that had people been earning reps ALOT more than they have been in the last 2 years, the rep reward list would have been much larger than it is now.

See, I personally believe they should be less rare. The recommendations forums is rarely used and staff are generally preoccupied by administration duties. The majority of REPs I've seen awarded recently have only been given due to the staff involvement in the roleplay.

This unfortunately is how its always been, and after playing SS13 alot and seeing it's system of community issued reps and point buy system, it works far better.

People are rewarded for their good RP by the players who saw/took part in it but are never told who gave them it. 

The fact that a player chose you, above the 100+ other people on at that moment that they could have interacted with, to give their ONE rep to, that they cannot give again for "blank" time, when most people forget to give out their rep before it ticks over to the next one, makes it far more special than just happening to be in an area an admin deems worthy of a rep.

When i log off, and i see that i've got a couple extra reps there, it feels special, it didn't trumpet to the sky that I had gotten them, it didn't scream to everyone else that HEY HE GOT A THING, it was just a nice little reward that members of the community felt I deserved, when I hadn't even been thinking about earning any.
