Title:
Improved Charges and Fine System


Description:
Add a system for the police force where they need to select the charges for a suspect
from a set list of actual real charges instead of writing them down themselves on the spot.

In addition to this, each charge should be accompanied by a set fine that would add up to a final
number the arrested would have to pay. The fines would go to a city fund used for improving
the city instead of the pockets of individuals.

Why?:
The current warrant and charge system needs drastic improvement.
It needs to be modernized as well as made more systematic, professional and the charges
need to have a real weight to them.

This would be a good way to make legitimate roleplays more favorable without
adding 30-40 minute jail times with nothing to do in the jails.

So how would the funds be used by the state?

I'd support this only if the funds continued to go to the user's pocket, just as I see no benefit personally when there isn't anything for it to be spent on if this changes in the future then I'd be more than happy to support a modification to this.

What would stop someone adding really minor charges that can't be disproved though?
What happens when laws are changed by the presidents? Would there be a way to add/remove options?

Oh yea absolutely. There is no reason for that if we take out the option to abuse it without laws backing it up.

Yes, but only by the President and with a broadcasted message stating what was added.

Nothing. It would work both ways. Want fines that are too small to do any real damage? Sure. Want to make the fine literally impossible for someone to pay? Go for it and risk getting killed or the item stolen back.

Unless you meant: If someone was to just add charges for money basically.

This already happens and when it becomes a matter of FailRP staff can be called.

I think this could be simple? (re-do law system lol)

* President has a /addlaw menu to add laws: law, fee, and jail time. Also the ability to create sections and assign laws to sections
* Law Enforcement get access to the /warrant menu to request charges for an individual
* Police Chief approves/denies warrant request
* On arrest:
      - Criminal gets sum of jail time
      - Criminal gets fined sum of fees

* Citizens would see a generated law menu in the F1 menu. /laws is the same, or you can make it a menu


I would also add restrictions in the server rules. With permission, admins can allow players to override these rules respectively.


Please criticize and addon. This suggestion needs a lot of expanding


Edit: ‍ -> I don't like the idea of all of the money going to the officer. How about a 40%-60% split between the officer (40%) and the president (60%)?

Edit2: ‍ -> I don't think removing the fine cap will help anything. How about raising it to a decent amount (15k-20k)? maybe more?


Why cap it? Why not give people the choice to either give a sensible price or to give a ridiculous one? It encourages more ways to avoid the fine and seriously impact a person’s wallet compared to the current cap. People could actually start asking if people want to pay bail (this isn’t what bail is, but it would be the game’s equivalent) to avoid going to jail, and that could be upwards in the 50-60k.

I think there has to be some reasonable restriction. The president shouldn't be able to make running a red light a $100k fine.

But ludicrous fines and pricing are already covered under FailRP according to the job. It’s always been enforced as such. Players have gotten in trouble for high fines before there was even a limit.
