Make a advert billboard and have about 6 of them placed around the city. Have a menu at spawn that allows you to rent a billboard for a certain amount of time. Have it so it is a certain hour requirement or if needed a REP lock.

More realistic having a advert on a billboard and to cost money then some random text appearing which is used more for roleplay situations like /me & for OOC/IC etc.

Yea but in an age where you can publish an advert instantly at will in text format (Think Twitter, Facebook, ebay) just like you do in game, it costs nothing IRL.
I dont think i ever saw the part saying that adverts shown ingame are from social media

It's not like you see and avert when you're infront of a TV prop. It popping up where ever you are and in whicher situation is closer to that of notifications on a mobile phone.

Right so im not american or anything, but i doubt that messages from the government and public announcements as well as direct law changes pop up on your mobile phone as you walk the street
