They are neither, they are a uniform that is used by Rockfod SWAT and happens to be on the market without the markings, which makes its use legal and logical for any PMC or Security company. The police/paramedic/fd uniforms do show markings making them illegal.

Neighborhood watch wear mostly a police uniform but with different patches, are they considered police then? I could really do some nice neighborhood watch rp for sure

That's not what I mean? Find me a cop model currently in our packs, the same uniform as the one ingame, without any patches.

They are NOT SWAT or SRU. They are pieces of gear with no markings. They are NOT Special Weapons and Tactics and they’re NOT Strategic Response Unit. It’s literally just tactical gear that can be used for everything, but they’re aren’t marked.
