LL's medical system also let's you run over someone multiple times without any lasting damage. As a matter of fact, there is no such thing as lasting damage.
It still doesn't mean you can run someone over because you know they are gonna be fine with an EMS helping.
LL's system also let's you jump off a roof then respawn and become a cop.
It still doesn't mean it is allowed.
There are multiple things you can do on LL simply because of the lack of a system in place to prevent any backlash. It still does not mean you can do unrealistic acts that do not follow roleplay standards.
Firstly, There is lasting damage if u take damage your health bar stays where it is... until you receive medical attention..
Secondly, You can jump off a cliff respawn and become a cop there is no rules against it you just have to not go back and break NLR where u died.
Also its a Semi-Serious RP server so yea.

That rule was regarding Mumble. He was the one endangering my (civilian) life by cuffing me and letting you hit me.

Was an officer that I came across, seemed like a decent guy. A lot of the other officers seemed to be very strict on the laws as well as a particular disdain for our activities.
Denied.
One hit with a baton and a threat is more than reasonable for the amount of force used in this context.
Letting someone else get hit with a baton once is not a violation of 11.3.
For the handcuffing part, see Rule Clarifications thread, relevant part quoted here:

This is similar, I do not think it is necessary to punish someone for forgetting to uncuff you when you are a minute's walk away from the PD and right in the middle of the city, as long as the cuff reason was valid, which as far as I can tell it is.
The one part I considered as a bit iffy was the cop's interest in this but favour for favour for something as simple as cuffing someone and walking off is believable enough.
