This rule is either terribly worded or prohibits people from appealing short punishments.

In the case of a badly written rule, reword it to make the conditions more obvious, instead of bunching them all together.

In the case that this rule does, in fact, prohibit appealing short punishments, change it to only include knowingly breaking the rules. There is no reason why a short ban, blacklist, or a permanent warning can't be appealed. It doesn't make sense to only allow long bans or blacklists to be appealed. A 12 hour ban can be unjust in the same way a month ban can be unjust.
