Allow the Police Chief to give out passes when there are no Secretaries or Presidents online.
Explain why the suggestion should be implemented:
There have been times on lowly populated when there have been times were someone wants to request for a license for a weapon, etc and giving access to passes for Chief when there is no Presidents or Secretaries allows for them to give them out and it wouldn't put the other two jobs out of place as it would only be active when there are no active Secretaries or Presidents active.

I mean, the President can easily abuse it too. This just adds a check and balance to the government emergency services. President adding his buddies to work with PD and you detain them? Chief revokes that shit. Fire Cheif has a volunteer appointed to him and he fucks up? Revoke the pass without having to ask the President who isn’t even involved in the fire department.

If this would go into place, I'd probably say passes given by Chiefs (Both) can only revoke passes they have given, with the President receiving more freedom to give and revoke from anyone.

too much power - we've already got to the point where it's commonplace for chiefs to arrest Presidents for corruption and rebel against them if they go dictator - the Chief can already make himself the de-facto President if the President does something he doesn't like

I just feel like that's too much power - we've already got to the point where it's commonplace for chiefs to arrest Presidents for corruption and rebel against them if they go dictator - the Chief can already make himself the de-facto President if the President does something he doesn't like
How is revoking a pass for a team they run too much power? If anything only the leaders of those teams should be able to give the passes out.
