As far as im aware atleast in the UK the majority of regular officers don't have ANPR fitted to their vehicles.

Like I said above, they might not be traffic officers but it's realistic for SWAT cars to be outfitted with the equipment so that in the case of them looking for a vehicle, whether it be filled with armed occupants, hostage takers etc, they can quickly identity a vehicle without the need of a police officer to be following them around.
Just because they won't be patrolling or enforcing traffic laws, doesn't mean ANPR can't be a diverse tool and can be utilised in a different field.
You are right, however they are treated as a separate element entirely on our server. They are a support element to the PD that is used for certain situations. So, their gear must be usedul but dependant in some areas where their is a codependency with patrol and SWAT. This is so teamwork is NEEDED instead of being an afterthought.
