I believe restricting players from joining the police force (which is the most appreciated job) when they start out with low hours will make a lot of people not continue to play on the server. While I still believe there are a lot of nuts on this server who shouldn't play as police I dont believe we should restrict them. Who would handle all the applications that would come in everyday? How can the recruit team avoid any sort of corruption or favorising? So to say a friend with 1000 hours should have the same expectations as a player who they dont know with 100 hours.

Who said anything about an application or recruitment team? This is about approving a concept for something to be done for the government teams. You should suggest an idea, not -Support off of what you think the system would be.
The whole system (promotions, ...) will be biased. I'll just quote Eclipze here as this sums it up.

Add a cadet job and that's it. After x amount of hours one receive the normal officer rank.

I really love the idea itself as current forces are just a hell of a mess, but it won't work out well enough.

Why are you -Supporting if you support a Cadet System?


+support for the Cadet System

-support for a Whitelist System

How long do you want the process to be?
Making people need to apply for a month, might make the police force only have a few players in it.

What about players who were good police, but are afraid of the testing?
This may lead to ex-cops going to the criminal side, thus strengthening it.

Summary:
We need to have a buffer time, while people can apply, but new people still wouldn't be denied access to the force.

 please answer the questions above in order for me to take your thought-process into consideration,
and form an opinion on the matter.
 

This isn’t about a specific system. You need to answer those questions with your own idea. This suggestion is for the concept or idea that people DO want sole sort of restricted government.

Easy, add another job and change hour limits and restrict cadet's weapons. Done.

At the moment there's nothing stopping someone going police and arrest literally everyone they see because "arrests are IC"
I've encountered awful police acting and roleplaying more than I can count. Arresting you for even the smallest thing, and searching your residence without a shred of evidence with minimal to non-existent repercussions because, once again, 
"arrests are IC".
