My suggestion is to add a control panel to a petrol station which could only be used by those who have access to the doors of the said station. The panel would have sliders that allow you to increase or decrease the price of the petrol coming out of the pumps and maybe even choose if you will enable repairing and if so for how much.
The station will have a rent, to make it balanced ofc

Why would anybody lower the prices when he can go full price 100%.

so here's the thing, the president has an option to do 0% tax and sometimes that happens, so why not? Have two different petrol station companies, they'll fight to pull numbers, so lower the price. It's all business.
And of course, there'll be limits and I'm sure it'll be discussed further down the road

Why not add new job, something like petrol station owner something like that,
and he has command /price and it would be scale of something something (%) Lets say 120$ for 10% fuel. (Thats 100% and he can lower it like president can taxes)

that's limiting it and also opening a new job for such a limited thing
Allow us to frack for oil which would also dictate the prices of gas
