Explain your suggestion, in detail: The less health you have, stamina should regenerate the % of health remaining slower.

Example: 60% health, stamina will regenerate at 60% of the regular rate.
Example: 10% health, stamina will regenerate at 10% of the regular rate.

Explain why the suggestion should be implemented: Shoot to injure would become more of an option as well as the realism. If you've been peppered with bullets you are not gonna be going like Usain Bolt.

I also think being shot should reduce your stamina some too

Except that being shot would most likely trigger the acute stress reaction, so your stamina would actually increase.

Stamina != speed.

Stamina is the the ability to sustain prolonged physical or mental effort. When you're shot, it's the injury that prevents you from running - not your brain.
So taking the suggestion and what  mentioned what about top running speed decreases, stamina regeneration increases?

There's other things to take into consideration with this, would stamina take time to reach its maximum point of regeneration speed? Would it be based on the percentage of health? When would the effect wear off?
Stamina reduces quciker the more you are injured, surely a player of your experience should know this.

Yes, it reduces drastically quicker the more you are injured.

Yes, it reduces drastically quicker the more you are injured.

Just confirmed, 
100% = 18.51 for complete drain. 
20% = 7.47 for complete drain.

This can be closed, already pretty much implemented.
