This would be illegal, pretty sure that every country has some kind of law in place perhibiting voice recording without prior announcement.
That'd be a legal issue yes, as we'd have to make a statement about it within the rules or on the front page of the F1 menu. Even then, that creates more of a difficulty when trying to prove a case, because a LOT of people use voice to communicate. Imagine how many entries of voice logs would have to be shifted through in the event of a case.

Yeah I guess you're right but it also made me think about how much space .mp3 files of audio logs would take up. xd
I don't understand why you are unable to simply post the video of the event that is happening. I am sure if you also asked nicely an administrator may check the log for you briefly to and I quote "support" your PR. Most players I have encountered do have recording software and a lot use Shadowplay which doesn't even require you to think too much as all you require to do is press a button and boom you have 5 to 15 minutes of video recorded as evidence.
I am not sure why you are unable to simply post evidence as it doesn't take long part from video upload which is something you could come back to to post the PR.

I think the issues stems from people running older hardware that are stuck using conventional screen recording software, which would make them:
(a) Have to record 24/7 due to no "Recap" feature
(b) Low FPS when running it and Gmod when Gmod is already an FPS hog for users of older systems.

**Quick warning**
If you don't have an SSD to use the replay function on Shadowplay do not use it! It is constantly writing on your HDD causing it to slow down and age faster.
