That is what a Whitelist system is. The Chief and staff liaison can choose to remove someone from a rank or officer entirely if they feel it is necessary. They could still try to re-apply as everyone has access to the cadet job by default.

How so? The fact that a player voted into the Chief position is monitored and assisted by a staff liaison for most of his/her actions and can be removed if proper arguments and evidence is given? Not to mention if you ARE demoted for proper reasons, you can always join the Cadet Job and continue to prove that you deserve your job back. After all, there would be multiple people with rank that could approve you for the officer job. The Chief is just in charge of appointing rank, approving cadets to regular officers (If another officer of rank doesn't do it), and runs the PD's paperwork side (Policies, Procedures, etc.)
There will always be a chance of bias. There is no way to stop it. Most people are passive about like you, me, and many other players and staff. You can't create an unbais system that involves a CoC. It will always be a risk. The only thing you can do is create countermeasures for corruption such as the option to call out officers in power and ask for their demotion (Kind of like how a PR works. At least, that is how I see it).

This is the point of IA, IA - Internal Affairs. Is a team of people which monitorofficers and deal with IA complaints regarding officers. Meaning that you will need to have more than one person agreeing to the demotion or removal of someone from the police force.
Hell, you could add even more PSD, People Services Division, if they feel that you will abuse your job and are setting a bad standard to the public they will inform IA and have a say on if you should be removed from PD. But here you would need 2 teams to agree.
Bias, it could happen yes, but if you have a big team of people then this shouldn't happen.
In short: IA is like a court, big group of people decide your faite.
I do like the general idea of a cadet system where they can unlock officer and then sergeant after longer gameplay experience. Though the only thing I'll warn, which I have before is don't overcomplicate it. The server is bad enough with cops and robbers if you want to fix it stop promoting it and focus in other parts like chef or taxi driver RPs.
