Could it be made a steal able item like the police uniform from police vehicles ?
Would be abit weird if a government ally would steal handcuffs from the police to later help the police using those handcuffs. But if you meant both steal and market then im all for it.

Even if so, If people want ZIPTIES, I suppose what Tails said earier with just a V and W model change of the Handcuffs to happen would be a alternative and it could be edited in the future with its other properties.
