Specifically what I want, is that if someone is wearing kevlar, it should be shown on their model.
One way this could be done is like this. Current Normal Kevlar: Name change to something that indicates it's the non-overt kevlar, give no indicator that it's on, reduce it's dmg reduction to 35%.
That the removed ceramic armor: Rename it to something that indicates its overt kevlar. It will show on the model. It reduces by 50% (current normal kevlar).
Police vest models should have their team accronym on their vests, probably RCD, SWAT, ect.
Civ (non gov) models would be normal, with potential to add in some more (less professional) color options later down the line.
The purpose for this is so that kevlar is obvious, which it would be, where light under vests wouldn't be, because they are not. At that point, the pres could also say Overt Kevlar is illegal, which to a degree it is in real life. I say to a degree, because you can buy vests for days, plates too, but wearing them in public tends to cause issues in most communities. Police typically say "You appear like you are a threat or expecting a threat, this is causing a disturbance of the peace. We aren't saying you can't have one, but we are saying you shouldn't be wearing them everywhere." Then they like to try and intimidate you into take it off.
Leaving it as a custom item option, means that there is no reason to equip it, nor does it actually represent that you are wearing it. Making it for only the police, or only to any single job, is a step in the wrong direction, as the balance of this server is so heavy in Crim/Cop/Car, that it's seemingly forgotten that most jobs are weak, if not completely invalidated. The vest model shouldn't be a cosmetic suit option, it should be an applied while wearing the object check by system.
The whole, should say Police or not, is largely irrelevant, as we have modellers who have told me that adding text to an existing model isn't all that hard.

In that case, make your own suggestion on it. I don't see a reason to -Support this when it's exactly what you want. You want kevlar to be viewable on the model? Then +Support this so it can be the first step to your idea.

What could aslo be an interesting idea would be to add a traffic vest or traffic jacket to the body groups (even thouhg i dont know a fitting model yet*) that could be used for traffic cops, on large events or on crash sites
*probably the jacket of a firefighter (that already got hazard stripes) could be retextured intoa traffic jacket. But thats probably *most likely bullshitXD

Obviously you either don't wish to read, or don't wish to read critically, and your opinion that I could make a suggestion and not -support is noted, but since -support is an option, I'd appreciate it if you'd not complain that I don't like the idea and just accept that I don't like the idea.

I wouldn’t jump to conclusions. Just because I have something to say about most things you say doesn’t mean I don’t like you, it means I want understand your side. If I can’t understand it, you should most likely just approach the argument from another angle instead of jumping to the “He doesn’t like me” bandwagon.
Now, if you want to explain your side again to me and how I misinterpreted your argument, please do. But if you are just going to assume I hate you because I respond to most things you post, then feel free to just stop all together.
