Explain your suggestion, in detail: Similar to https://limelightgaming.net/forums/thread-11762.html, but with the added benefit of allowing officers to easily track impounded vehicles, when a vehicle is impounded they can mark it as such, and assign it a fee of their choosing (in accordance with rules). All officers will have access to a database where records of impounded vehicles are kept, with fields for Owners, Vehicle, Colour, and Fee Paid. This allows officers to check MUCH more easily if a vehicle has been stolen from the impound, currently if it is taken there is no way to tell whether a vehicle was taken without paying or not.
Using this database automated messages could be sent to players with unpaid fees, letting them know their car is in the impound lot. They could also pay the fee via command, rather than waiting to find an officer who actually listens. Paying via command should alert government officials.
