Yea, no. Grenade launchers are ridiculously OP. What they do need is a counter to Tranqs. That shit is a raid killer.

The Grenade Launcher could be flash or smoke I suppose, definitely not HE grenades.

I believe The S.W.A.T Heavy and Riot Armour should prevent the effects of Tranqs.
