Explain your suggestion, in detail:
Allow the ability for players with Presidential Company Pass to spawn the Presidential Limo.

Explain why the suggestion should be implemented:
It allows for people to expand on roleplay to allow drivers as such to support the president if nobody on the Secret Service or President(s) spots have enough REPs to spawn the vehicle.
