In detail, explain your suggestion:
Give each team (S.W.A.T, Police and Presidential) [Keeping the Global Government Radio], a personal radio so they don't have to be active on the global governmental radio and give the Nexus Desk/Dispatcher abilities to go through each personal radio.

Why should this be implemented?
This allows for more team based works. The Presidential Company (Red Passes, SS, VP and President) should be able to communicate closely without opening a private channel which has a chance of being leaked out to other players.

NOTE: The Global Governmental Radio will still be available too if they wanted to speak to all government employees.

Pass Access Abilities:
Red (Presidential) = Presidential and Global (SS, President, VP)
Blue (Gov Worker) = Police and Global
Orange (LEO) = Police, S.W.A.T and Global

Pass Access Abilities:
S.W.A.T = S.W.A.T
Police = Police
Presidential = Secret Service, President and Vice President
