That would be a fabulous idea, unfortunately this is not possible due to some restrictions regarding the Steam Workshop Agreement and copyright. We are not allowed to host foreign addons/content without piror permission. Many authors don't want that either.
I don't think it is illegal to put their addons in a collection, as long as you give credit such as in the description of the collection. A big thing that the authors don't like, is people republishing it and taking credit.

Yea. The vehicles are already in the packs and adding more content for players to download will just increase download times and can still cause the same effect of error cars.

Actually false, if you download all of the extra content, you won't see errors after a quick restart of GMod. There is no other way around this. A possible way to avoid this, is to change the file location of the vehicles in the content packs and use those instead of the location where the addon puts the vehicles. This may be the cause of errors even with the content downloaded (not the specific addons). The vehicles then would need to be edited to use the new file location.
Simple version: Server is using addon models, not content pack models. It might seem to work, but for some reason it is not. If we use content pack models, maybe we won't have to download other addons.

I currently do as I thought that would fix the problem. It's extremely minor as it doesn't happen often at all. And the fix is just a restart.

Sometimes, GMod does not mount your addons correctly; therefore, resulting in your situation. Most of the time, this doesn't happen, that is why you can restart and it works. Just having a collection with all of these core addons could benefit the community a lot. I am aslo involved with another community and that is one thing we push a lot, making sure everyone doesn't see errors, so we have a collection of all the addons we use. I don't see this harming anything, only benefitting the community itself.

We are not I'm saying add it to the collection so when they are on the forums or ingame they can download it
Its not forcing people to do anything plus its not unnecessary content it's what people need to have to see the cars

Yes that is what I meant to say. We can use the collection feature but we are not allowed to host those addons
