In detail, explain your suggestion:
When a player is shot to death in a vehicle, the player should go into a injury state rather than instant death.
Shots fired at a vehicle deal less damage to a player, preventing them from simply dying when trying to damage a vehicle.
Why should this be implemented?
Some people may say "You can take more damage in a vehicle due to bullet ricochet so that's why you do" however, it can also do the opposite due to all the plating around the vehicles. This would also prevent the amount of deaths by shooting a vehicle and having a chance for police to try to take the person into custody.
+support. I don't think this was an intended game mechanic in the first place, but rather something which was simply overlooked at the time.
I think that it should chance based for them to only get injured. 40% or so.

We are able to "Injure" someone by blasting them with a shotgun, however, 2 Magnum shots in the trunk of the vehicle can render someone dead?

Nah I had it in my head more accurate hit boxes for players in vehicles was fixed a while ago, probably wrong on that. You could turn that around the other way too, shoot a guy in the head through the window and he's still alive, Wtf?
I don't know. Taking a few shots to the your chest and THEN falling out of a car can be pretty lethal by GM standards.
