Personally, along with the blindfold, this would be a good addition to criminal RP.

How should the developers add this? (BE DETAILED WITH EVERYTHING!) Admins can already gag people so something based on that in the form of an item.
Why should this be implemented? I was hostaging someone today and I gagged him in /me but he kept on talking.
