Yes, fires burn oxygen. However, complete deoxygenation does not normally occur in small house fires or vehicle fires, due to the ingress of additional oxygen sources. That's why they don't just burn themselves out.

A decrease in the amount of oxygen that is taken should work. As the filter should prevent you from being choked by smoke.
