Sure, but as said in the OP, this is not to do with realism, this is to help people to not break the rules, something which I think all Limelight players take to heart.

The Trabant was produced produced from 1957 to 1990. This is after 1948.

The Dodge Monaco was built and sold in three generations from 1965 to 1976. This is after 1948.

Kamaz was founded in 1969. This is after 1948.

Need I say more?

Cruise control was not Standard for Vehicles until the year 2000-2010.
If you are saying that it should be Free for Vehicles that didnt had it as a Standard Feature, then kt should cost something for them.
Nebula, this is not about it needing to cost anything, this is about making everyones lives easier with a long demanded feature that was slapped with a paywall making it a non option for a large majority of players for some reason back in the day.

Only good can come of people having control of their vehicles speed.
Even if you say it wouldn't be in anything but standard vehicles something can be told if the government implementing free cruise controls in vehicles. Of course this is an example however we are always able to find ways to have features installed a certain way with a form of story.
