Perhaps not only allow for SWAT use but also as a sort of heavier protection for police in times of lockdowns and/or other extreme scenarios that allow them to equip it via their cruisers?

The reason alot of Law Enforcement agencys use camo, in particular Multicam, is because it's cheap. If you have a bunch of surplus equipment then agencys can pick it up cheap. Same reason some LEAs use MRAPs.

If you are talking about why US LEOs use MRAP and camo its due to the large amounts of post 911 DHS grants given out like candy, as far as AU police I have no idea. After doing some research both paints come out at about the same price (blue TDU and multicam) and no MRAP are not cheat at all, I dont know how many IEDs you plan to dodge on the streets of EVO but the going prices are:
MRAP: $500,000 and $1,000,000
Humvee: [font=Roboto, arial, sans-serif]$220,000[/font]
[font=Roboto, arial, sans-serif]Lenco BearCat: [font=Roboto, arial, sans-serif]$188,793–300,000[/font][/font]
